Where each one sits
Concordia sits between two organizations and carries the transaction they share. Meridian sits inside one and governs what its agents may do. Touchstone sits outside both and checks whether the rules hold.
Agents negotiate and commit across the company boundary. Each counterparty gets its own session, a commitment needs both signatures, and either side can export the record.
Delegated authority becomes a signed, revocable mandate: what an agent may do, up to which amount, with whom, until when. Approvals bind to one exact action.
Independent assessment of whether an implementation refuses what it must, on inputs it has never seen and under hostile input.
What is inside each one
Open source
The specification, conformance fixtures, verifier, and reference implementation are open source. A record exported from Concordia verifies on the counterparty's own machines.
